Praise be to Allah, Lord of the worlds, and peace and blessings be upon the noblest of the prophets and messengers, our master Muhammad, and upon his family, his companions, and those who followed them with excellence until the Day of Judgment.

To proceed: Universities are among the most fundamental educational institutions of the country. Under the guidance of the respected leadership of the Ministry of Higher Education of the Islamic Emirate of Afghanistan, they work with full commitment and dedication to educate and train the children of the country and present them as human resources based on the demands of the labor market in today’s societies. On the other hand, the country’s educational institutions also have a fundamental responsibility in achieving the objectives of the Government of the Islamic Emirate of Afghanistan in the areas of economic, social, and cultural development. As in recent years, the leadership of the Ministry of Higher Education of the Islamic Emirate has made tireless efforts to reform the higher education system for the qualitative growth of educational institutions, so that universities can respond to the growing needs of society and reach the level of third-generation universities, which advanced societies have achieved. Undoubtedly, for many years, the country’s educational institutions remained part of the first generation, which is essentially degree-oriented, while today a number of the country’s educational institutions have reached the second generation (knowledge-oriented). Given the current situation, we will soon witness the third generation, or production-oriented, universities in the country, which will play a fundamental role in production, strengthening industry and the national economy, and will bring about positive changes in people’s lives.

Undoubtedly, the efforts of the leadership of the Ministry of Higher Education of the Islamic Emirate have not been without effect, and today we are witnessing qualitative change and development in the country’s higher education institutions compared with previous years. Although, in terms of quantity, the country’s educational institutions and, consequently, the increase in educational programs have experienced excessive quantitative growth over the past 20 years, we must not forget that focusing only on quantity cannot lead us to the fundamental objectives, namely, educating and providing human resources based on the demands of the labor market and the needs of society. Fortunately, what is receiving the attention of the leadership of the Ministry of Higher Education and the country’s educational institutions today is a focus on the quality of higher education institutions. As a result of the efforts and endeavors of the relevant personnel, valuable steps have been taken toward improving the quality of higher education institutions, which have brought significant achievements. Among these achievements are the establishment of independent positions for the Quality Enhancement and Accreditation Directorate, the development of the terms of reference for the Quality Enhancement and Accreditation Committees, the implementation of Academic Program Review (APR), financial support, implementation of infrastructure projects, support for academic publications and journals, and sending professors on master’s and doctoral scholarships. These steps can ensure academic advancement in educational institutions and contribute to the achievement of strategic quality objectives.

Daikundi University, located in Nili City, the center of Daikundi Province, is one of the newly established and growing universities in the country. It is committed to implementing quality assurance programs in order to achieve the high objectives of the Ministry of Higher Education. It strives toward standardization in academic, educational, research, and service programs in order to obtain national and international accreditation as a standard educational institution. With this vision, the leadership of the university and the respected Directorate of Quality Enhancement and Accreditation have sincerely worked to align all sections and programs of the university with the standards of quality enhancement and accreditation so that they are ready for review and evaluation by the review committee.

In this regard, while expressing our appreciation for the comprehensive support of the dedicated team of the respected Ministry of Higher Education in implementing quality enhancement and accreditation programs, as well as my dear colleagues in the respected Academic, Financial, and Administrative Vice-Chancellorates, the respected deans of the faculties, the respected Directorate of Quality Enhancement and Accreditation, the relevant committees, and all those who have worked hard in preparing and organizing the 1401 Self-Evaluation Report of Daikundi Higher Education Institution, I express my sincere thanks and appreciation and pray to the Almighty Allah for their continued success.
